Notification from CDB to update correct information in e-Tool, CiNet & CDB databse

This is in reiteration to the numerous notifications issued by the Construction Development Board (CDB) and also referring to the case study findings presented by CDB during the recent 10th Engineers, Architects and Planners Conference held in Panbang on the major procedure lapses including input of incorrect information and not updating information on time by the e-tool users, defeating the purpose of fair evaluation of bids and assessment of the contractor’s performance.


Understanding the implications posed by the above lapses to the current evaluation system, I strongly urge all e-tool users, procuring agencies and construction firms to strictly abide by the following:


  1. E-Zotin Terms and Conditions 2017;
  2. The procuring agencies shall update correct and up to date work information in CDB database;
  3. The procuring agencies shall sequence the tenders such that only one work is awarded at a time to avoid duplication of resources, discrepancies in ratings for Similar Work Experience and Bid Capacity;
  4. The procuring agencies not using e-Tool shall update correct work information through CiNet (www.cdb.gov.bt) within 15 days from the date of issuance of work order and similarly for the completion of work;
  5. The contractors shall ensure correct information is updated in their profile in CDB database; and
  6. The contractors executing private works shall inform CDB in writing along a copy of Contract Agreement, Work Order and approved drawings within 3 months of the commencement of the work.


This notification comes into effect immediately and all the e-tool users, CiNet users, Procuring Agencies, Construction Firms and Consultancy Firms not abiding to the above shall be implicated.
