Back Ground
The CDB has the mandate to register consultants. It shall maintain a register of consultants who wish to provide consultancy services in construction Industry and only those registered with CDB shall be permitted to practice consultancy service in Bhutan. It made its first attempt to register in 2001 but was discontinued later as per decision of the 35th CDB Meeting held on 21st June 2002. However, as decided during the 38th Board Meeting and 3rd Annual Engineering Conference, the need to revive registration of consultants related to the construction industry is felt necessary.
General
To promote greater professionalism and accountability, a system for identifying and registering qualified consultants has been introduced as one of the responsibilities of the Construction Development Board (CDB). All Consultants who wish to participate in the construction sector in Bhutan must first be registered with the CDB. The CDB shall maintain a register of Consultants who wish to provide consultancy services in Construction Industry.
To begin with, a very simple registration system, which can provide basic information of consultants such as their technical qualifications, past experiences etc. will be established. It is not the intention of the CDB to use the registration system as classification system to assess a consultant's capacity to perform specific assignment. It is left up to the procuring agencies to use the information provided in their evaluation of potential consultants. The requirements will vary greatly with the nature of the projects. The specific requirements will be established and assessed in the tender documents during the bidding stage of those projects. All governmental agencies will be required to use the authorized tender documents for consultant selection (Procurement manual).
Types of Consultant
The construction industry employs a variety of different consultants such as architects, structural engineers, soils investigators, HVAC specialists, landscape architects, town planners and so on. Each service is a different professional specialization requiring its own registration criteria.
The following are the list of consultancy services related to construction industry that needs to be registered with CDB:-Geo-technology

Since all the above services are of different professions and are basically in the field of civil engineering, electrical engineering and architectural, the consultant will be registered as three different services. All the above services will be categorized under the following three services:
a. Civil Engineering services
b. Architectural services
c. Electrical Engineering services

How to Register
Registration
A consultant, who wishes to be registered with CDB, shall submit an application to the CDB Secretariat in a standard application form (Sample attached as Appendix 1) prescribed by CDB.
Processing Fee
Each application, whether it is for a new application or for a re-registration shall be submitted with the Application Form. It should, also, be accompanied by documented evidence that the amount of Nu 100.00 as Processing Fee has been paid to CDB.
Registration and Re-registration Fee
A consultant who is issued a new Certificate of Registration or whose Certificate of Registration is renewed shall pay the fee of Nu. 5000.
Mode of Payment
All fees shall be payable by crossed cheque or banker's cheque in accordance with the procedures specified in the Financial Manual, the Royal Government of Bhutan. Fees are non-refundable. The CDB may revise the fees as and when necessary after giving prior notice.
Certificate of Registration
The CDB Secretariat shall process the application and if it meets the requirements for registration, the Certificate of Registration will be issued which is valid for a period of two years from the date of issuance. A consultant shall apply for renewal of his Certificate of Registration within 30 days before its expiry date. The Certificate of Registration is the property of the CDB and it must be returned to the CDB Secretariat whenever the Consultant's registration has expired or is withdrawn for any reason.
Requirements for Registration
Minimum requirements shall be applied to avoid deterioration of standards of the industry. The detail of the requirements for each service is as shown below.

General requirements
1.Along with the forwarding letter (in proper letter head), CDB form to be filled up completely with all postal addresses including 'Care of' addresses.(This form is available at CDB office or download from (www.cdb.gov.bt)
2.Police clearance Certificate for Trade License (valid). (For New registrations only)
3.Citizenship ID card copy of the applicant. Original ID card to be produced for verification in CDB office as per Circular # Dha (8)/916 dated 7th Nov 03 of the Home Ministry. (For New registration)
4.CDB certificate in Original to be attached positively. If not available, please deposit loss fee of Nu. 1000/- in the MoWHS a/c section and attach money receipt with the form. (For Re-validation)
5.Latest copies of contract licenses. (For Re-validation )
6.If you are late to apply for revalidation, please deposit late fee @ Nu. 100 per day from the expiry date. If the firm delays for more than one year, the firm shall be automatically deregistered and shall apply as new registration if he /she wishes after paying penalty of Nu.36,000/-

Financial capacity can be shown by:
1. Submitting Valuation Sheet by declaring all fixed assets and certifying its liabilities for option I.
2. Submitting financial statements such as audited/certified financial statements/balance sheets, firms annual report etc. that would clearly indicate the financial position of the preceding years in case of option II.
Technical Capability
The minimum requirements for qualification of Technical Capability are determined by two factors: (i) Human Resources (Key personnel) and (ii) Equipment and Facilities as specified in tables 2.1a, 2.1b, 2.1c and 2.2.

Track Record
Consultants firms are expected to have executed works similar to those category headings for which they are classified and registered as specified in table 3.1 below and have a consistently satisfactory performance record.

Privileges of Registration
A consulting firm or individual consultant registered with the CDB shall be eligible to apply for a Trade License to practice in Bhutan. A consulting firm/individual who has both registered with the CDB as well as obtained a Trade License shall be permitted to practice in the construction industry in Bhutan subject to the limits of their technical and financial capacities, which shall be evaluated by the concerned procuring agency.
Monitoring of the Registered Consultant's Performance
The CDB shall update the history of the registered consultants from time to time. The CDB shall monitor the capability and performance of the registered consultants. The consultants are expected to maintain high professional ethics and perform their services to the best of their ability with sound professional judgment. Those with poor performance history may be refused for registration or re-registration.
