I am really impressed and proud to the construction Dev. Board for their untiring efforts put forward in mitigating every emerging problems, constraints and guidance towards improving the construction industries. I could also see great changes in terms of diminishing high rate corruptions, high attainment of quality works and streamlining of standard rules and regulations. Yet I regret to apprise here that in some agencies streamlined rules are not been observed resulting from limited understanding on procurement rules and regulations by the Tender committee. Even some D.E's the key person in the committee are not aware of the rules and make their own decision by resorting to the power of committee. If I state few examples some agencies reject the bid if copy is not made same as original. They say copy should contain all pages 1-end. eg drawing, ITB, SCC etc. Some agency reject if we happen to put seal and sign on outer envelope which as per rules says no bid shall be rejected in opening, of course misplacement is not responsible if not address properly. Some agency rejects if we fail to submit historical document like license, cdb certificate or tax clearance that can be asked. They reject on spot and handover our bid. I even sought assistance from the board,cab as well as from the PPPD, DoNP, MoF but has not seen changes taking place every where. I feel worried whether this problem will come to an end or remain same as now. My earnest request to the board is if the board can impart your clear understanding on the rules to all responsible persons of the agencies, especially the head of the engineering sections who brief and make decision for the committee. Some of the committee members have even not seen the procurement rules and regulations keept aside making decision. I look forward to the board for support. Thanks   Gem Tshering, 2011-10-18
I commend the work done by the IT section of the CDB. I urge you all to continue facilitating the use of e-tool by providing information of contractors that are vital for evaluation. Try and clarify all the doubts that are ecpressed in the 'feedback'. Also, i would appreciate if you could kinldy update with information under "News" from time to time. For eg. on the completion of induction course, plans for next training on tool, induction course, filed visits to assess contracotrs performance etc.  ED, 2011-09-18
Its is encouraging to note that engineers and contractors have started using the CDB web site most meaningfully. The feedbacks / questions are all very pertinent... and i urge the staff at CDB to respond as early as possible. IT officials must ensure that all quiries are responded in a timely manner.  ED, 2011-07-26
I could not find menu or option to view the profile information of each Construction Firms. At least there should be option for every contractor to login and at least view their Information like Equipment list, Staff list and Wrok history. If you could make it view able for such important information, then your intension of making online system will be more effective. Thanks.  Sonam Dargay, 2011-07-25
Sir, In RBP we have more than 25 engineers working in different division(Dzongkhags). Last time you have advertised in kuensel regarding the training on "e-tool user training". We would be much grateful if sir could conduct this training to Engineers, RBP. We don't have any knowledge of this training. a bid does not requir to calculate bid capacity for amount less than Nu 5m for class C and these had made lot of advantages to a fresh contractor upgraded from class D, likewise is there any margin kept for class B contractor so that fresh class B & A could easily bid without need of bid capacity calculation. Bid capacity calculation would disqualify a fresh upgraded contractor of class B & A for there minimum celing also. if some one could study further.  Tshering, 2010-02-02

Can we get the work in hand informations from CBD website? The other process of asking all Dzongkhag Engineers, BPC, Roads, etc. is a lengthy process & time consuming.  Pema, 2009-10-08
sir, we the contractors will be very grateful if your good office could arrange a meeting with the contractors about the new procurement manual, we face lots of problem during the bidding. every department have their own view about the new procurement manual and we get confused as the views contradicts a lot.   tashi dorji, 2009-10-07
