2nd National Arbitration Committee Meeting
The 2nd National Arbitration Committee was held on the 21st August 2006.  Dasho Ugen Tsechup Dorji, President, Construction Association of Bhutan was unanimously appointed as the Chairman.  Mr. Basant Raj Chettri, Offtg. Joint Director, SPDB joined as the member of the NAC bringing the strength of the Committee to six.  The first hearing in the arbitration process was made during the second meeting of NAC.

1st  National Arbitration Committee Meeting

The first meeting of National Arbitration Committee was held on the 1st May 2006 in the Meeting Hall of the Construction Development Board.  Among others, the Committee discussed on the follow up actions required of the seven cases submitted for arbitration. 

The establishment of National Arbitration Committee as an interim measure to resolve disputes related to construction was approved by the 246th session of the Coordination Committee Meeting of the Council of Ministers held on the 23rd November 2004.


International Conference in the Built Environment

The Executive Director and the Executive Engineer of the Secretariat attend the 'International Conference in the Built Environment in the21st Century (ICiBE2006)' organized by the Faculty of Architecture, Planning & Surveying, Universiti Teknologi MARA, Malaysia from 13-15 June 2006. click the link below for the proceedings of the conference.

Office Location

This is to inform all the concerned that the office of the Construction Development board (CDB) is shifted from BCCI premises to a new building above Rapten Apartment, Lower Motithang with effect from 1st January 2006.

Training on Construction management & Tendering Procedure. --- ( 31/03/08)

CDB Secretariat conducted 2-day workshop/training on 17 - 18 Oct 2007 for contractors of Western  Dzongkhags and  5 - 6 March 2008 for the local contractors of  Southern Dzongkhags. the training covered various aspects such as 1) CDB Rules & Regulations, registration procedure, 2) Rules on Procurement, 3) Bid preparation & Tendering Procedure, Bid evaluation, 4) Quality in Construction, and 5) Quality Management & Supervision. Further CDB will be conducting same kind of workshops for contractors of Eastern Dzongkhag soon. 


Excellence Award

The CDB is in the process of developing criteria for Excellence Award.  Construction Firms whose performance meet the criteria shall be awarded the Excellence Award during the 4th Annual Engineering Conference. All those eligible may apply. The objectives of the Excellence Award are :

  • to promote and stimulate the development and expansion of construction industry.

  • encourage construction industry to produce works of high quality

  • create awareness in the industry on the importance of achieving the highest level of saftey,health,quality and environmental aspects

  • continuously upgrade their performance to achieve the desired results

  • provide opportunity to share information adopted by the award recipients

  • motivate contractors in the national and regional competition

The CDB is also developing criteria for registration of consultants/firms. All consultants/firms will be required to register on finalization of criteria.


44th CDB Board Meeting

The 44th Meeting of Construction Development Board was held on the 15th May 2006 in the Conference Hall of the Ministry of Works and Human Settlement.

The 44th Meeting, amongst others, decided to limit the number of works that Class ‘A’ contractor(s) can undertake at a time to ‘five’ different contracts subject to meeting the Bid Capacity Criteria, need to consider track records as a criteria in all future up-gradation proposals, inclusion of two more members for NAC viz. Mr. Basant Raj Chettri of SPDB and Mr. Kuenga Tshering of DOE as recommended during the 1st meeting of NAC.
