Meetings

Authority of the Board

The Board has the authority to formulate its rules and regulations within the framework of the authority given to it by Chapter 17 (Procurement) Financial Manual (1988). The Board shall modify or amend the objectives and functions of CDB as and when necessary to meet the needs of the construction industry.

Chairperson

The Hon'ble Minister, Ministry of Works and Human Settlement shall be the Chairman of the Board as approved by the Council of Ministers, vide letter no. COM/03/04/534 dated 11th February 2004.

Quorum

Two thirds of the [permanent] Board members are required to constitute the decision-making powers of the Board at any given meeting. No substitute for the nominated Board Members shall be accepted in the Board Meeting.

Decision making

All issues for the Board's consideration shall be decided by a simple majority of votes of the members who attend the Board Meeting. In the event of a tie, the Chairperson shall cast the deciding vote. Decisions are not required to be reconfirmed at any subsequent meeting.

Minutes of Meetings

The head of the Secretariat shall be the secretary of the Board and he/she shall be responsible for preparation of minutes of the meetings. The minutes of the meetings shall be circulated by the head of the Secretariat following incorporation of the comments of the Board members and approved by the Chairperson of that meeting. 

Notification of Decisions

Parties affected by Board decisions shall be notified promptly. Notification may include mailing or by fax, publication in Kuensel or announcement in BBS or by any other means, as appropriate.
