Background

The Construction Development Board (hereinafter referred to as “CDB”) is an interagency of   the Royal Government of Bhutan. Under the Financial Manual 1988, CDB shall consist of representatives from both public and private Agencies or as may be decided by the Government. The Board shall function under the overall umbrella of the Ministry of Works and Human Settlement. The Financial Manual also empowers CDB to formulate its own working procedures for the administration of the construction activities. One of the main functions of the CDB is the classification, categorisation and registration of contractors though, as its very name suggests, CDB also has a wider function.

Role of CDB

In keeping with the CDB's unique mandate of being an independent, representative organisation, CDB will act as both  overseer as well as a promoter of the construction industry. The CDB's role is that of a bridging organisation between the private and public sectors; assisting contractors in undertaking a more expansive part in the industry while also helping the Government to obtain an increased return on its investment. CDB is also committed to  ensure genuine contractors  fair and equal access to the award of contracts as well as fair treatment in the execution of contracts. Accordingly,  the CDB's overall mission is defined as the "promotion of an efficient and quality-based construction industry within Bhutan". All functions and activities will forward this mission.

Functions of CDB

The objectives of CDB will be achieved, subject to the availability of adequate staffing levels, through the following functions, which are grouped within its three main sections:  

1.1              Business Development

(i)         Registration, classification and monitoring of consultants, contractors, and their performance;     

(ii)        Collecting and disseminating industry information and statistics; and

(iii)       Assisting with arbitration and the settlement of disputes;

1.2              Technology

(i)         Promoting, in cooperation with appropriate institutes, the development of quality of construction industry;

(ii)        Promoting, in cooperation with appropriate institutes, effective construction technologies and introduce mechanization in construction industries;

(iii)       Monitoring and recommending improvements to the practices of procurement and contracting of works incorporated into Chapter 17 of the Financial Manual 1988;

1.3              Manpower

In co-operation with appropriate institutions:

(i)         Promoting the establishment of appropriate training curricula and courses;

(ii)        Promoting and facilitating the creation of certification and skills assessment programmes;

(iii)              Conducting workshops and conferences to address problem areas and to highlight innovations.

(iv)              Ensuring speedy and full localization of manpower in Construction Industry through incentives and imposition of penalties.
